CMOG DISTRIBUTION
The OMA received notification from Ministry staff in regard to
the Community Museums Operating Grant (CMOG) process and allocations
for this year, and we are pleased to share these details with you:
* 186 organizations were sent application packages
* One application was not returned
* 125 applicants were recommended to receive grants. Many have received
their notification letters, and we understand a second batch of
letters is to be released.
* 57 applicants have been asked by the Ministry to submit more information;
museum advisors are working with these organizations, and it is
expected most, if not all, will receive grants once all the required
information is in.
Subsequent to receiving OMA input, the Ministry identified/considered
the following:
*No current recipients would receive a grant cut
*No changes were made to Reg. 877
*There was higher level of scrutiny because of the new money (particularly
of the financial data)
*New clients would be accepted (six new museums applied, and four
were recommended for grants)
*Increased funding to be distributed as widely as possible
*Level of funding to be linked to the size of the museum; ie. small
museums receive larger percentage of budget than larger museums
*Attempting to address historical inequities
*Working with a transparent model
To determine allocations, the Ministry used a formula, based on
eligible operating expenses, in keeping with the spirit of Reg.
877, however they reduced the number of bands to 7, as follows:
Museums with eligible operating expenses...
* less than $50,000 receive 17%
* $50k to $99k receive 15%
* $100k to $250k receive 12%
* $250k to $550k receive 10%
* $500k to $1M receive 8%
* $1M to $1.5M receive 5.5%
* $1.5 M plus receive 5%
Because of historical inequities, under this formula, about twelve
museums would be flatlined or receive a decrease. To be fair to
these organizations, there will be a minimum increase of $1,000
for the smaller museums up to a minimum increase of $2,500 for organizations
with expenses of $1.5 million plus.
In summary, all allocations are within the funding envelope, all
museums which qualify for CMOG funding received an increase, the
historical inequities are nearly eliminated, and four new museums
are in the program.
Once again, we thank the Advocacy Task Force, members of OMA Council,
and all members who sent postcards, made phone calls, visited MPPs,
and participated in budget consultations. Your efforts have resulted
in great news for museums across Ontario.
Should anyone have specific questions about their CMOG allocation,
we encourage you to contact your museum advisor.
Note to OMA Members: With the provincial elections taking place
on October 10 2007, the OMA Task Force to increase provincial support
to museums urges all members to write a letter of thanks
to the Government of Ontario for the increase in CMOG funding.
We encourage you to write this letter
today!
